The idea is that when you put food in a vacuum-sealed plastic bag and submerge it in water heated to a specific temperature (generally under 190 degrees Fahrenheit), it cooks incredibly gently and evenly, and retains more moisture.
Years later in culinary school, we learned to sous vide essentially, to cook (but not boil) food in plastic bags. Many reports of this study note that this chemical is commonly found in plastic food storage containers.
This softening point means that the plastic will start melting at the boiling point of water, which is about 212F or 100C.
